Jennifer Andrews, Director of Program Planning and Coordination

Jenn helps coordinate integration between the different programs and projects of CA-CP, in addition to her long-standing role advising stakeholders at colleges, universities and K-12 schools across the US on how to measure and manage their greenhouse gas emissions.  Jenn has been at CA-CP since early 2001; previously, she did work in public radio, and as an historic and environmental educator for children. She holds a B.A in English and an M.A. in mental health, both from the University of New Hampshire.  Jenn helped co-found a Young Professionals Association in her community; she also serves on the steering committee of her local Green Team, and in that role helped start a local Community Garden program in 2009.

Jason Burnett, Climate Policy Center Senior Fellow

Jason K. Burnett is a senior fellow with the Climate Policy Center of Clean Air-Cool Planet where he leads the effort to understand and address the inevitable regulation of greenhouse gases under the Clean Air Act. Jason has testified before the Senate Environment and Public Works Committee and has been quoted in major media outlets including the New York Times, Wall Street Journal, Washington Post, LA Times, AP, ABC, CNN, C-SPAN, and NPR on climate change policy and science. Most recently Jason was the Associate Deputy Administrator of the U.S. Environmental Protection Agency where he coordinated energy and climate change policy across the EPA and lead the development of greenhouse gas regulations. Previously Jason worked for a brokerage and consulting firm Evolution Markets where he assisted companies and governments with the carbon market. Jason is a trustee of the David and Lucile Packard Foundation and has a Master of Arts in Earth Systems and a Bachelor of Arts in Economics both from Stanford University.

Bill Burtis, Manager, Communications and Special Projects

Bill Burtis came to CA-CP in December, 2002 from the NH Governor’s office of Energy and Community Services, where he was the Communications Coordinator. Along with policy expertise, he brings an extensive background in environmental communications and journalism—working previously as a writer and producer for the Environmental Hazards Institute, as senior staff in the communications office at the University of New Hampshire, as a freelance science and environment writer, and a journalist with the Newhouse and Gannett newspapers. Bill holds an MFA from the Writer’s Workshop at the University of Iowa, and a B.A. in English. He is a father of three who heats with wood and cooks with gas in his Lee, New Hampshire home.

Anne de Cossy, Strategic Development Consultant

Annie provides strategic development services to CACP, bringing over 25 years of experience in nonprofit development and management.  After serving as VP, Development for California Pacific Medical Center Foundation for ten years, Anne returned to New England in 2000 and joined Phillips Exeter Academy as part of the Major Gift team to launch the largest campaign in the history of secondary education.  Following her work at Phillips Exeter, Anne led the major gift program at Dartmouth College in support of the campaign for the Medical School and Medical Center. She has worked with numerous community-based organizations in conservation and human services, and has extensive experience working with constituencies involved in fundraising, from campaign volunteers and nonprofit boards and leadership to administrative staffs. Anne has lead numerous organizations through strategic planning, focusing on best practices in fundraising, board/committee development, and governance, and brought clarity, innovation and progressive thinking in her capacity as consultant, senior staff member and member of nonprofit Boards.

A.J. Dowling, Community Outreach Coordinator

A.J. Dowling joined the New England Carbon Challenge and Clean Air-Cool Planet team in May 2010. Working with Julia Dundorf, A.J. acts as the primary liaison between the NECC and residents and organizations across NH, seeking to reduce their energy consumption and greenhouse gas emissions. With experience in both the for profit and not-for-profit sectors, A.J. brings with her a strong background in environmental education, leadership and program development. A.J. holds a Master of Science degree in Environmental Studies from Antioch University New England and a Bachelor of Science degree in Outdoor Recreation from Plymouth State University. During her free time, A.J. can be found on a lake, in the woods, in the garden or soaking up the best live music the Seacoast has to offer.

Julia Dundorf, Manager of Community Relations and the Residential Carbon Challenge

Julia Betjemann Dundorf joined CA-CP in May of 2008, following a temporary position as Local Energy Committee Field Organizer.  As Manager of Community Relations Julia continues to develop trainings and resources for local energy committees and community, as well as to co-direct the Residential Carbon Challenge, now a joint initiative with the University of New Hampshire (UNH).  Julia co-founded the NH Carbon Challenge in 2006 as a UNH initiative committed to helping NH households reduce their carbon dioxide emissions. She is a founding and Steering Committee Member of Barrington Energy Task Force, and co-founder of the Rockingham/Strafford Energy Committee Alliance, a grassroots convening of local energy committees in the NH Seacoast area. Julia is also a member of the Carbon Coalition Local Energy Committee Working Group. Julia has a background in small business and non-profit development and directing, including Yankee Barnraising, a nonprofit dedicated to helping low-income and disabled individuals in need of home repairs or alterations.  The mother of three children, she is an avid woodworker and outdoors enthusiast. Julia has a B.A. in German and International Relations with concentration in Business Administration from the University of New Hampshire.


Barbara Elkus, Climate Policy Center Consultant

Barbara Elkus provides scientific and policy support in CA-CP's Climate Policy Center in Washington, D.C. Barbara has a Ph.D. in Chemistry from the University of California at San Diego. In 25 years at EPA, Barbara worked primarily in the water and waste offices.  She also worked for four years at the League of Conservation Voters.

Sarah Harpster, Local Energy Committee Project Assistant

Sarah started with CA-CP as a Climate Fellow in the summer of 2008. She worked on the Cool Monadnock Project, a regional, multi-sector initiative to assist 35 towns in developing effective strategies to save energy costs and address climate change. She also worked on a Clean Air-Cool Planet project, the Keene 10% Challenge, assisting local small businesses in saving energy. Sarah has a BA in Anthropology and Latin American Studies and Master’s degrees in Theological Studies, Divinity, and Environmental Advocacy and Organizing. She has experience in the non-profit sector in the Dominican Republic and has worked in education, libraries, and public services.

Brian Hough, Web Coordinator / Communications Assistant

Brian is one of the more recent members of CA-CP, joining the staff to help with different projects involving company communications. He will also be engaged in working more specifically with the design and modification of CA-CP's website, as well as marketing through numerous online social networks. In life, other than taking an early interest in web design, customizing his own websites for fun, Brian has also had different courses that have harnessed beneficial online skills used in his work experience. He has recieved his Associates Degree of Applied Science in Business Management in 2007, at the University of New Hampshire's Thompson School of Business. He is currently working on finishing a Dual-Major studying European Cultural Studies and International Affairs at the College of Liberal Arts and Center for International Education, also at the University of New Hampshire. Brian plans on crafting his Senior Thesis in a manner that will have a strong emphasis on enviromental sustainability and politics. Focusing on the many renewable energy resource programs in Europe, and their possible implementation in the United States.

Caroline Isber, Climate Policy Center Consultant

For ten years, Caroline was the Washington Consultant for Legislative and Executive Policy Affairs for the Garden Club of America, which she helped to become a significant factor in environmental issues on Capitol Hill. She began her work on climate change as Legislative and Public Affairs Director at the White House Council on Environmental Quality. In addition, she worked in the Secretary's Office at Health and Human Services on coordinating environmental and health affairs. Caroline's career includes positions in the Office of Global Climate Change at NOAA, and in the Environmental Protection Agency. She also served as the Issues Director for the U.S. Senate Inter-Parliamentary Conference on the Global Environment. She received her B.A. from Mt. Holyoke College.

Christa Koehler, Manager, State and Local Government Program 

Christa manages the Local and State Government Program, guiding municipalities to become energy independent, reduce traffic congestion, decrease local air pollution, and create sustainable local economies.  Prior to joining CA-CP, Christa was a City Planner for Keene, N.H. Christa earned her B.A. in Political Science at Pace University and her M.S. in Resource Management and Administration at Antioch Graduate School. Christa is on the New Hampshire Sustainable Energy Association Executive Board (NHSEA), serves as the Sustainability Coordinator of the New Hampshire Planners Association (NHPA), and is an adjunct professor at Antioch Graduate School.

Andrew Maguire, VP for National and Legislative Affairs

As an elected Member of the U.S. House of Representatives, Andy Maguire took leadership roles on energy, environment, health, and foreign policy legislation. Since leaving Congress he has worked on sustainable development, environment, and energy transition agendas, including testifying at the first U.S. Senate hearings on global warming when he was Vice President of the World Resources Institute. At the State Department he served as Advisor on Political and Security Affairs with the U.S. Mission to the UN. As President/CEO of EnterpriseWorks Worldwide he expanded its anti-poverty programs in Africa, Asia, and Latin America by assisting farmers and small-scale entrepreneurs to create environmentally sustainable business enterprises. He earned a Ph.D from Harvard University and has served as a board member, consultant, and advisor to foundations, corporations, NGOs, and public agencies.

Adam Markham, President and Chief Executive Officer

Before being appointed as CA-CP’s founding Executive Director in February, 2000, Adam directed the World Wildlife Fund's (WWF) international climate campaign, based in Washington DC. He spent 12 years with WWF, based in Switzerland and then the US, and in addition to his climate work helped design and manage campaigns on tropical forests and on toxic chemicals. Mr. Markham received his B.Sc. (hons.) from the University of Wales at Swansea, in the UK, where he studied zoology. He worked as a journalist and then on acid rain and ozone layer campaigns for Friends of the Earth in London. He has written and edited several books including A Brief History of Pollution (St. Martins) and Potential Impacts of Climate Change on Tropical Forest Ecosystems (Kluwer). He was a contributing author to the forest impacts chapter of the 1995 IPCC (Intergovernmental Panel on Climate Change) report, contributed material on biodiversity impacts of climate change to the US National Assessment and has published on climate change and biodiversity in journals including Bioscience, Climate Research, Climatic Change and Parks.

Brenda McCartney, Controller

Brenda manages the financial operations of Clean Air-Cool Planet. Brenda has been a CPA since 1988 and has previously worked with non-profit organizations as an auditor with Howe, Riley and Howe in Manchester, NH. She received her Bachelor of Science degree in Accounting from New Hampshire College. In her spare time, Brenda serves on the Epping Municipal Budget Committee and her neighborhood homeowners' association, and spends time with her husband and two daughters.

Amanda Muise, Development Officer

Amanda works with the President and CEO to raise funds for Clean Air-Cool Planet. Prior to joining CA-CP in February 2007, Amanda worked as a museum educator at an historic house in New York State and as the development coordinator at CancerCare of Connecticut, where she planned and executed a variety of fundraisers and worked on foundation proposals, media relations and donor cultivation. Amanda holds a B.A. in English from Wesleyan University in Middletown, CT. An avid reader with a lifelong interest in writing, she currently resides in Amherst, MA.

William B. Newman, Jr., Legislative Consultant

William B. Newman Jr. works on business and Congressional outreach. He is the former Vice President and Washington Counsel for Consolidated Rail Corporation, and former Counsel to the U.S. House of Representatives Committee on Energy and Commerce.

Kevin J. Parker, Director of Foundation Relations

Kevin J. Parker works on development and fundraising issues. He most recently served is the director of foundation relations at the Worldwatch Institute, and over the past 20 years has worked in fundraising for organizations including Environmental Defense, the World Resources Institute, and Conservation International.

Rafe Pomerance, Senior Advisor and Fellow

Rafe Pomerance is a founder of the Climate Policy Center and served as President of CA-CP following the merger of the two organizations in 2007. From 1993-1999, he served as Deputy Assistant Secretary of State for Environment and Development. Prior to joining the State Department, he spent eight years as a Senior Associate at the World Resources Institute. From 1975 to 1984, Mr. Pomerance was on the staff of Friends of the Earth, including four years as President. He began his work on climate change in 1978 while at Friends of the Earth. From 1973-1977, Mr. Pomerance was the coordinator of the National Clean Air Coalition. He was a founder and Chairman of the Board of American Rivers, and has also served as Chairman of the Board of the League of Conservation Voters. Mr. Pomerance earned a BA in History from Cornell University.

Robert Repetto, M.Sc, Ph.D., Senior Fellow

Dr. Repetto's area of expertise is environmental and resource economics. From 1998 to 2000, he held a Pew Fellowship in Marine Conservation at the Woods Hole Oceanographic Institution. Until 1998 he was vice president and senior economist at the World Resources Institute in Washington, DC, where he authored numerous books and monographs on environmental policy. He has served on EPA's Science Advisory Board and National Advisory Council on Environmental Policy and Technology, on the National Research Council's Board on Sustainable Development and on many NRC committees. Dr. Repetto has been a professor at the Harvard School of Public Health, a World Bank official working in Indonesia, an economic advisor in Bangladesh, a Ford Foundation staff economist in India, and an economic analyst in the Federal Reserve Bank of New York. His work has been honored by the Society for Conservation Biology and the British Medical Association. His recent work on environment and finance was awarded the Moskowitz Prize for 2000.

Dan Rizza, Research Associate

While at Clean Air-Cool Planet, Dan has focused on climate change projects related to transformational technology R&D, the international and scientific aspects of Arctic warming, and domestic climate policies. He worked extensively on CA-CP's report entitled, ARPA-E: An Energy Future Transformed. Dan received his master's degree from Georgetown University's School of Foreign Service and his bachelor's degree in International Studies from Colby College. He studied in England, Brazil and Chile, and has completed internships on sustainable tourism in South Africa and technology transfer in India. He previously worked as an independent consultant for an international development consulting firm.

Claire Roby, Carbon Accounting Coordinator

Claire graduated from American University in Washington, D.C., with a bachelor's degree in environmental studies. In her first year at American University, she rejuvenated the student group Eco-Sense, and led the group in successful campaigns for a clean energy referendum and a green transportation policy. She became the Student Government's first Director of Environmental Policy, and persuaded the university president to sign the American College and University Presidents Climate Commitment. She also worked on AU's preliminary greenhouse gas inventory. Her efforts were recognized by her designation as a 2007 Udall Scholar and 2008 recipient of AU's award for Outstanding Service to the University Community.

Susan Schroeter Vice President of Development

Susan Schroeter joined CA-CP as VP of Development on June 1, 2010. She brings over 15 years of non-profit fundraising and management experience to the team. Most recently, Susan was the VP of Institutional Relations at AmeriCares, a Connecticut-based disaster-relief and humanitarian-aid organization where she has spent the past two years. Prior to that, Susan was managing director of marketing & corporate partnerships at the U.S. Fund for UNICEF in New York, where she worked for 12 years and developed relationships with the corporate sector through a variety of innovative strategies that were designed to be mutually beneficial to both industry partners and UNICEF. Susan directed brand development for marketing campaigns such as "Trick-or-Treat for UNICEF." Susan also served on the executive committee of The Partnership for Quality Medical Donations, a nonprofit alliance of pharmaceutical and healthcare manufacturers and nonprofit international development organizations. Prior to joining the U.S. Fund for UNICEF, Susan worked for Clarke Communications in Ireland, with account management responsibilities for retail relationships, pharmaceutical and beverage manufacturers. She is a marketing graduate of Cork Institute of Technology in her native Ireland. She is settling in happily in Stratham, NH with her husband and two children.

Bob Sheppard, CFO & VP of the Corporate Program

Since joining CA-CP in January 2001, Bob has been responsible for developing and implementing the business sector program. He currently manages carbon management and reduction relationships with more than three dozen corporations from Maine to Pennsylvania, providing advice on emission inventories, energy audits, environmentally preferable purchasing, evaluation of on-site and renewable energy opportunities, alternative fuels/vehicles, stakeholder messaging, supply chain management, offsets and disclosure. Prior to joining CA-CP, Bob spent three years as Senior Social Research Analyst at Citizens Funds, where he was involved in several shareholder resolutions filed by the socially responsible mutual fund. Bob’s background includes a decade in the field of broadcast journalism with radio stations across New England, where he focused on waterfront development, municipal planning and the environment before embarking on a career in sales and marketing. A father of two college students and charter member of the Portsmouth Men’s Chorus, Bob is a graduate of the University of Southern Maine with a BS in Business Administration.

Anne Stephenson, Campus Outreach and Climate Fellows Coordinator

Anne Stephenson, Ph.D., is a LEED AP, BPI Building Analyst, and HERS Rater. She was trained as an architectural historian at the University of Chicago and worked as a green building consultant before joining Clean Air-Cool Planet.  As CA-CP’s Campus Outreach and Climate Fellows Coordinator, Anne works with colleges and universities to measure and reduce their greenhouse gas emissions by supporting the use of on-site reduction measures and clean energy installations as research and learning opportunities for students and faculty.  Anne is particularly interested in the energy management issues unique to older and historic buildings.  Anne also manages the Climate Fellowship Program. She is the co-facilitator of the South Berwick (Maine) Sustainability Committee and the Vice-Chair of the South Berwick Democratic Committee. In her spare time she enjoys knitting and surfing.

Roger W. Stephenson, Executive Vice President for Programs

Roger has over 20 years of experience providing public relations expertise and counsel to corporate management, government agencies and non-profit executives regarding internal communications, stakeholder relations, coalition building, strategic public campaigns, grassroots organizing, branding and fundraising strategies.  Roger is an accredited member (APR) of the Public Relations Society of America.

Roger joined CA-CP in 2006 to prepare a global warming education campaign in New Hampshire ahead of the 2008 presidential primary. Prior to a successful 5-year stint as an independent public relations practitioner, Roger was a public relations counselor in the public relations and management consulting firm Jackson, Jackson and Wagner. From 1995 through 1999 he served as Special Assistant to the Secretary of the Interior and served in the White House Council on Environmental Quality to help manage overall program and policy development for President Clinton’s American Heritage River Initiative.  Before serving in the Clinton administrations Roger was National Field Director for the League of Conservation Voters and later executive director of the LCV Education Fund.

Lynn Sullivan, Administrative Assistant

Lynn came to Clean Air-Cool Planet in August 2007 with more than 10 years experience in a range of administrative roles and two years in Information Technology as a Desktop Support Analyst. She is accomplished in all Microsoft Office applications.  As the Administrative Assistant, Lynn assists in multiple projects and supports the office in many functions.  She graduated in 1993 from The Katherine Gibbs School in Boston with a specialty in the Secretarial Arts, and in 2003 graduated from Hesser College with her A.S. degrees in both Business Administration and Micro-Computer Support. In her free time, she likes to travel, read, hike, shop, and bother her cats, Chewey and Chowdah.

Cameron Wake, Chief Scientist

Cameron researches global climate and environmental change. He reconstructs climate change in the past through the collection and analysis of ice cores from around the world. Over the past 20 years he has been involved in research expeditions to Nepal, China, Pakistan, Kyrgyzstan, the Canadian Arctic, Greenland, and Antarctica. Currently he is leading research programs to develop ice core records from glaciers on the Tibetan Plateau and in the Canadian Arctic, and is also involved in the NOAA-funded AIRMAP (Atmospheric Investigation, Regional Modeling, Analysis and Prediction) project, which seeks to improve understanding of New England's changing climate and air quality. In addition, he leads a team that is investigating the links between air quality and human health in New England. He received a B.Sc. in Geology (1984) from the University of Ottawa, an M.A. in Geography (1987) from Wilfrid Laurier University, and a Ph.D. in Geochemical Systems (1993) from the University of New Hampshire. In addition to climate research at UNH, Cameron serves on the board of the Kittery Land Trust and Seacoast Area Bicycle Routes, is an avid photographer, and spends his weekends living off the grid in a yurt in the White Mountains.

Brooks B. Yeager, Executive Vice President for Policy

Brooks Yeager is the Executive Vice President of the Climate Policy Center. He held a number of senior environmental policy positions in the Clinton Administration, including leading global negotiations as the Deputy Assistant Secretary for Environment and Development at the State Department from 1999 – 2000, and coordinating natural resource policy as Deputy Assistant Secretary for Policy and International Affairs under Interior Secretary Bruce Babbitt. From 2001 until 2005, Mr. Yeager was the Vice President of the Global Threats Program at World Wildlife Fund-U.S. Prior to his government service, he directed the Washington D.C. Office of the Audubon Society, led energy and wilderness conservation campaigns for the Sierra Club, and worked on the legislative staff of Rep. Jim Weaver (D-Oregon), specializing in environmental issues. As Principal of Birdwell Strategies and Senior Vice President of David Gardiner Associates, Mr. Yeager has also consulted widely with environmental and public interest organizations and foundations. Mr. Yeager received his undergraduate degree from Stanford University.
