Washington Post - January 23, 2007

The Washington Post ran a front-page article on January 23, 2007 on the internal jockeying in the House of Represnetatives on the climate change issue, noting that Cong. Tom Udall and Tom Petri have been lobbying for a "third way" between doing nothing and a hard-and-fast emissions limit, offering corporations a "safety valve" of modest fees if they cannot meet pollution targets legislation.
