The Small Town Carbon Calculator
- Your Local Tool to Inventory Energy Use and Greenhouse Gas Emissions.
Creating a greenhouse gas and energy inventory is made simpler with the STOCC calculator, developed to serve the needs of small towns addressing the growing costs of municipal energy use and emissions. By using STOCC, you can help your town understand and assess where you spend the most money on energy as well as the sources of the majority of your greenhouse gas emissions.
This tool contains a Microsoft Excel file (a series of spreadsheets in one Workbook) and Microsoft Word file (the STOCC User's Guide), and provides all of the technical information, the data input structure, and the calculations necessary to complete a basic energy use and emissions inventory for your municipality.
This tool was created in collaboration between Clean Air - Cool Planet and Carbon Solutions New England and The University of New Hampshire. We have worked with ICLEI and EPA Region 1 to make this tool as effective as possible for conducting a basic inventory and to seamlessly integrate with ICLEI and EPA tools.

Leo A. W. Wiegman, mayor of this New York community, writes, "I want to thank Clean Air-Cool Planet for publishing such useful emission guidelines to help municipalities convert specific activities into carbon dioxide equivalent emission values.... Without them, we would have significantly underestimated our actual emissions."
