Session 1: Perspective on Community Energy Projects: Realities of daily municipal and school district operations
As LECs and municipalities increasingly interact to find solutions to local energy issues, having an understanding of the day-to-day workings of municipal government and school district operations is critical. This session will help citizen volunteers gain a deeper understanding of the protocols, timeframes and budget considerations in which they will need to work in order to assist municipalities and schools in tackling energy issues.

Session 2: Prioritizing Action: Energy Inventory & Assessment
Any weight loss plan requires benchmarking your starting weight, inventorying your input and output, making a plan and tracking your progress. Reducing your municipal or school district's energy consumption and greenhouse gases is just such a process. By understanding how energy is used and the opportunities to reduce that consumption with actual energy data, communities will be better able to prioritize projects and more readily access funding opportunities. This session will also highlight new ARRA-funded technical assistance resources for municipalities and how these resources fit into existing energy reduction work in the state.

Session 3: Energy Planning Tools and Techniques for NH Communities
Comprehensive energy planning is necessary to implement long lasting community behavior change to achieve significant energy reductions. In order to accomplish this, towns can evaluate their master plan, zoning ordinances, and land use policies to find ways to reduce energy consumption and increase energy security. This session will give examples of how to accomplish this, showcase a series of examples of innovative energy planning, and discuss the process for creating a strong collaboration between the LEC, planning board, municipal government, the Regional Planning Commission and the public. Note: AICP credits are being requested through the sponsorship of the New Hampshire Planner's Association.

Session 4: What It Takes to Get the Job Done
Once your community has conducted an energy inventory and at least one building audit, your LEC, municipality or school will have the data necessary to make informed decisions about the most critical and cost effective projects to undertake. But getting from audit to efficiency or renewable measures is arguably the greatest hurdle for communities. This interactive session will discuss project implementation and management challenges and strategies for success.

Session 1: Strategies for Effective Partnerships in Local Energy Action
This highly interactive panel session will cover the respective needs and resources of municipal staff/committees and local energy committees to address energy issues. Emphasis will be on areas that LEC volunteers might assist municipal and school governments with achieving energy efficiency goals. Discussion will focus on how to work collaboratively to assess areas of expertise and determine respective roles for municipal staff and LEC volunteers in order to build stronger partnerships for action.

Following an energy inventory, the audit is typically the next step in a "roadmap" process of addressing energy consumption. A thorough audit is essential in prioritizing implementation of efficiency and renewable projects. This session will address types of audits, choosing an auditor, using the results and addressing hurdles.

Session 3: Alternative Financing Tools
This session will take a deeper look at alternative funding options, including private financing to make energy projects feasible. Hear from speakers on real-world examples of innovative financing options for implementing energy retrofit and renewable energy projects in NH.

Session 4: Extreme Classroom Makeover: The Art of the Possible at Plainfield School
Faced with a school with high oil bills, envelope decay, indoor air quality and comfort issues, and HVAC system noise, the Facilities Committee of the Plainfield, NH Elementary School persuaded town voters to fund a Prototype Classroom Retrofit to test an integrated solution to all of these issues. A single corner classroom was retrofitted with slab edge insulation, 6-1/2 inches of exterior rigid foam wall insulation, new fiberglass quad glazed windows, a dedicated energy recovery ventilator with demand control, and a single zone minisplit heat pump. Based on 1/2 year's data, it looks as though the annual heating cost will be under ten cents per square foot. Comfort, air quality, and sound control have been dramatically improved. In March, voters approved a bond to extend this scalable and replicable solution to the rest of this wing of the school. Perhaps the most important result has been a sense of empowerment in the community to address their challenges locally and incrementally.
