New England Governors and Eastern Canadian Premiers Regional Climate Change Action Plan

In August 2001, the Conference of the New England Governors and Eastern Canadian Premiers, a collaborative cross-border agency working on economic and environmental issues, adopted a voluntary regional Climate Change Action Plan (CCAP). The plan set forth regional emission reduction targets, standards for greenhouse gas inventories, and actions to be taken in all sectors of civil society and government to address the threat of climate change.

The greenhouse gas emissions reduction goals laid out in the plan provide a good starting point in terms of target-setting for institutions in the six New England states:

Short, Medium, and Long-Term NEG-ECP CCAP Goals

  • Reduce greenhouse gas levels to 1990 levels by 2010
  • Reduce greenhouse gas emissions to 10% below 1990 levels by 2020
  • Reduce emissions to negate climate interference overall (75-85% reduction)

 

This first-of-its-kind agreement was followed up on in August 2002, when the NEG/ECP reinforced their commitment to fighting climate change by passing “Resolution 27-7 Concerning Climate Change.” Resolution 27-7 specifically summoned leadership from the college and university sector, as well as launching initiatives for LED traffic lights throughout the region, encouraging energy efficient vehicle use in state and provincial fleets, and setting forth an outline for a regional Greenhouse Gas Registry (since developed and expanded to include NY and NJ, and slated to become a reality for 2005).
